Founded in 1946, Moldova State University is the country’s flagship public institution with more than 20 000 students, 1 100+ faculty members and 14 teaching-research faculties located on a green downtown campus in Chișinău.
It follows the Bologna 3-year BSc / 2-year MSc / 3-year PhD structure, is a full member of the International Association of Universities and currently ranks 301-350 in the QS Emerging Europe & Central Asia table

Admission Regulations
Foreign citizens can participate in the competition for admission to
- fee-based degree programs;
- places funded from the state budget for foreigners enrolled in studies in accordance with international agreements in the field of education to which the Republic of Moldova is a party (the Regulation regarding the studies of foreigners in educational institutions in the Republic of Moldova).
Foreign citizens and stateless persons residing in the Republic of Moldova can participate in the competition for admission to public higher education institutions under the conditions provided for the citizens of Moldova, within the framework of the plan of admission to places funded from the state budget, approved by the Government and taking into account the institution’s capacity.
All the degree programs at Moldova State University are offered in Romanian, the majority of them in Russian and some of the programs could be offered in English as well. The applicant should have at least the level of knowledge B1/B2 according to CEFR.
If the applicant does not speak one of these languages, then he/she is advised to take Romanian or Russian language 8-months-long courses (preparatory year).
Preparatory year
The admission of foreign citizens to language preparation courses for studying Romanian or Russian is carried out in two intakes:
- May 1st – September 30th – Preparation courses start on November 1st
- October 1st – January 30th – Preparation courses start on February 1st
All candidates must send their candidate file in scanned color copies to the International Student Office at the following email address: tatiana.racu@usm.md.
The candidate’s file must contain the following documents (and legally certified translations into Romanian or into an international language of circulation):
- a) Registration form.
- b) Copy of passport,valid for at least one year from the date of application. In case of dual citizenship, copies of both passports.
- c) Copy and legally certified translation of the marriage certificate, if not drawn up in an international language.
- d) Copy and legally certified translation of the high school diploma or baccalaureate diplomaand the diploma supplement or equivalents, apostilled/super legalized in accordance with the provisions of the legislation of the issuing state and of the Republic of Moldova, and translated into Romanian or into an international language of circulation (for member countries of the Hague Convention – apostille, for other countries – endorsement by the Ministry of Foreign Affairs of the respective country, subsequently superlegalization at the Consular Directorate General of the Republic of Moldova). The documents mentioned in subpoints b), c), d) of this point will be translated into Romanian or English, notarized and legalized in the manner established by the state authorities of the respective country.
- e) Declaration on one’s own responsibility regarding the veracity of the documents presented;
- f) Foreign student survey;
- g) Receipt of payment of admission fee/registration fee gov.md/Services/Service/USM01
- h) 4 photos 3 x 4 cm and 4 photos 4 x 5 cm.

Copies of the documents are submitted to the International Student Office in person, through authorized persons, or by email (email: tatiana.racu@usm.md).
The accepted candidate, upon arrival in Moldova, in addition to the aforementioned documents, must also present the following documents:
- k) Criminal record certificate/police clearanceapostilled, issued with the state Apostille of residence. Important! The criminal record certificate must be valid for at least 3 months from the date of entry into the territory of the Republic of Moldova. h) Bank account certificate regarding the availability of the amount necessary for the tuition fee, health insurance, accommodation, and subsistence.

The enrollment of candidates for the admission competition can be done both through physical presence at the higher education institution and by electronically submitting the participation file, using institutional software or accessible ICT tools.
The competition file will include copies of the following documents:

- Residence permit in the country of residence (if you have one);
- Copy of the marriage certificate (if in possession of it) with the legalized translation, in a language of international circulation;
- Certified copy and translation of the birth certificate, if not in a language of international circulation;
- Copy of the Certificate of graduation of the training courses for foreigners (as the case may be);
- Study documents: the original copy with the legalized translation of the baccalaureate diploma or its equivalent and of the diploma supplement (legalized translation in Romanian or in a language of international circulation). The study documents (diploma and supplement) will be apostille / superlegalizedin accordance with the provisions of the legislation in force of the issuing state and of the Republic of Moldova (for countries – members of the Hague Convention – apostille, for other countries – initials of the Ministry of Foreign Affairs) respectively, subsequently with the superlegalization at the General Consular Directorate of the Republic of Moldova The original study documents are presented at University and kept until the graduation;
- The original, valid criminal record from the country of origin, legalized / apostille (in the established manner), translated into the state language and notarized, except for minors up to 16 years of age;
- Registration form;
- Declaration on one’s own responsibility regarding the veracity of the documents presented;
- Foreign student survey;
- Color photo: 3×4 and 4×5 – 4 pieces each;
- Receipt of payment of admission fee/registration fee
The documents will be translated into Romanian, Russian or English.
Tuition fee for Romanian/Russian course is 1000 Euro.

Tuition Fees
Academic year 2024-2025, Full-time studies.
The tuition fee for foreign citizens, except citizens of Romania and Ukraine:
- Preparatory year: 1000 euro.
- Bachelor level: 1500 euro per academic year.
- Master level: 1800 euro per academic year.
- PhD studies: 2000 euro per academic year.
The tuition fees for citizens of Romania and Ukraine are the same as for local students.

Accommodation
The Moldova State University provides incoming grantee with accommodation in the University dormitory, in double and triple rooms (single gender) with a bathroom and kitchen. The cost of accommodation in a dormitory is around 700 lei per month.
